I agree. There are times where the statistical design value for a specific city is just not a conservative design value. In those situations, it is best to be able to bump up a summer outdoor value or lower a winter design temperature to provide a safe load calculation.

FollowBin data and outdoor design temperature difference
Would like to select a design city which you would use to gather all the other data from, but would just override the outdoor temperatures and keep the other data constant. In our area the outdoor design temperature can be an issue in areas as to the bin data. For this reason the common practice for performing load calculations here is to use a 95 degree outdoor design temp were as the local weather bin data provides for a 92 degree outdoor design temp.
In future release updates I would recommend allowing the user to adjust the outdoor design temperature for a given area.

I would also like to see control of the design data
Absolutely need to have control over outdoor design temps.
This feature has been implemented as of 2/25/16. You will now see an "override" checkbox in the design conditions section. When the checkbox is enabled the user may enter custom outdoor design temperatures. Please note, this is only permitted if local building codes specify a specific temperature to use. Modifying design temperatures to account for "worst case" scenarios is not a permitted ACCA Manual J practice.
